As a company based in the heart of the region, we are uniquely privileged and have a responsibility to be a positive influence on the communities that we operate in.
That’s why our business plan for 2026 – 2031 and beyond has been co-created in partnership with our customers, future customers and stakeholders; over 13,200 of them via hundreds of conversations every single day.
Our plan is centered around six key commitments designed to deliver the outcomes that matter most to our customers. You told us you want a high quality, reliable, sustainable and value for money service.
We are the most efficient gas network – and have been since 2005. Our plan builds on this strong performance to continue to deliver industry leading value for money, making every penny that we spend count.

How we’ve consulted customers about our business plan
Our stakeholders and customers have played a significant part in shaping our five-year plan. We’ve listened to the views of over 13,700 individuals, engaging with a wide range of stakeholders including our industry leading Young Innovators Council and Citizens Panel, as well as carrying out in-depth testing to gauge acceptability of our plan.
Panels, group discussions, one-to-one talks, surveys and workshops gave us the opportunity to understand what topics and issues customers and stakeholders wanted to discuss. This allowed us to undertake a programme of engagement linked to their preferences and helped us to develop an ambitious yet cost-effective package of stakeholder co-created services.
We consulted a wide range of customers, including 7,900 in difficult circumstances, talked to customers online, on the phone and in their homes.
We also gathered the views of our national and local stakeholders and organisations and businesses with an interest in what we do.
Our Independent Stakeholder Group (ISG) has consistently challenged our thinking at every stage of this process.
We’re delighted that 79% of informed customers and stakeholders found our plan acceptable, and 80% of all involved said that our plan delivers value for money.
What's next?
Submitting our business plan to our regulator Ofgem is the first major milestone in what is known as the ‘determination process’.
As part of its assessment process, Ofgem is inviting people to share submissions and evidence on various aspects of our business plan through a process called a ‘Call to Evidence’ which will be open until 10th February 2025.
The response will inform Ofgem’s Draft Determination, which is expected in the Summer 2025. NGN will then have the opportunity to respond, before Ofgem confirms its Final Determination in December 2025.
While the overall outlook remains challenging financially, we have clarity on what we need to deliver against throughout the next five years. Work is already underway to begin the delivery of our RIIO-3 commitments.
We will keep you updated on our next steps as we move through this next phase into RIIO-3.
